Hardcastle gets an invitation to lunch with J.J. Norcross, a powerful local businessman. Norcross wants the judge to run for mayor in the upcoming election. The judge is initially shocked but eventually agrees to at least thing about it.
He doesn't know that Norcross and his industrial cabal is trying to get a third candidate into the race to siphon votes away from a man named Gilmore, who is currently trouncing their wholly-owned subsidiary, Jack Mann.
Milt's warming to the idea by the time he gets back to the estate. Mark thinks it's crazy. The judge isn't the political type.
Still mulling it over, Milt visits his new campaign headquarters, already in full swing and equipped with a manager and a media advisor. While Milt gets the nickel tour, the media guy takes Mark aside and tells him he'll having an ex-con around will have a negative effect on Milt's image.
Mark takes the hint, but at Hardcastle's first campaign stop, Mark hears him tells the audience that he's proud to be friends with a guy who's paid his debt to society.
Meanwhile, councilman Austin is at loggerheads with Jack Mann over a bill to create more parks. Shortly after a confrontational council meeting, a bomb goes off in Austin's office, killing him. Hardcastle, who was a friend of the dead councilman, vows publicly to go after his killer. He finds out the park's bill was a hot item on the agenda but Austin's office has been sealed since the murder.
This, of course, doesn't stop Mark. He enters the building after hours and makes off with the map Austin had drawn up. Pointing out a site that has a question mark near it, Mark suggests to Milt that they investigate. Hardcastle is briefly detained by his campaign staff, but eventually he and Mark stake out the site. They see a tanker truck enter the property after hours, doing illegal dumping. They are spotted and shot at by a guard as they leave.
Hardcastle reports his findings to the police the next day. He is told that the guard from the previous night was attacked and injured. They visit the man in the hospital. He claimed they attacked him. They tell him he's risking being an accomplice to murder and leave him a phone number,
Back at the campaign, Hardcastle is scheduled to participate in a three-way debate but before the show can start, he confronts Mann and says he knows why Austin was murdered. Mann skedaddles, taking his troubles to Norcross. Hardcastle sits back, waiting for the sparks to start flying.
Next comes an invitation from Fletcher, the guard who has been released from the hospital. He tells Hardcastle he wants to meet him at the illegal dump site.
Milt goes, with Mark tucked out of sight in the truck. Norcross is, as expected, waiting for him with backup. He's already disposed of the guard and tries to do the same to the judge, but Mark (who was let out of the truck and made his way secretly to the site), provides a distraction. He and Milt do battle with Norcross and his men, and eventually over come them.
In the epilogue, Mann is in jail but Milt's refused to tell the press about his role in solving Austin's murder. Gilbert has won the general election.
